In 2022 a decision was made that the Facilities and Capital planning programme will not be progressed regionally, for the time being.
Details of the work carried out previously are below.
Executive Lead: Paul Allen – Director of Facilities, Estates & eHealth – NHS Grampian
The Facilities & Capital Planning Programme was established to support collaboration between the North of Scotland Health Boards to deliver a set of Improvement Projects and Workstreams that will deliver measurable benefits for North facilities. A benefits realisation plan has been developed for each of the individual workstreams and is reviewed by the North of Scotland Facilities & capital Planning Group.
The Programme is now in its second and final phase and aims to deliver the following improvement projects:
- Development of a North of Scotland Facilities & Estates eHealth strategy
- Development of a North Region Estates & Facilities Strategic Delivery Plan
- Development of the 2020 Regional Asset Management Plan
- Fleet Management - potential joint projects to install sufficient electrical charging stations
- SCART - the second phase will be used to meet with North Boards to share good practice and learning.
- Estates Maintenance Contracts to be reviewed and potential opportunities identified for procurement through a Regional Framework.
Governance
The NoS Facilities & Capital Planning Group (NoS F&CPG) is a sub group and accountable to the North Chief Executives Group. It provides strategic leadership, direction, audit and assurance for the agreed programme of improvement projects/workstreams and will prioritise the implementation of the agreed programme across the North. It will ensure that the ethos of collaborative working is promoted and as work progresses, improvements will be monitored and reported against the benefits register to monitor the success of each workstream.
The NoS F&CP Group is representative of the six North Boards' Facilities and Capital Planning teams and will work with Health Facilities Scotland (HFS) and NHS Scotland to share learning and knowledge.
Individual priority workstreams have been developed and the NoS F&CP Group reviews and monitors progress in collaboration with regional leads through detailed discussion and review against the programme performance documents at regular meetings.
